Resolves a policy period's anniversary rating date, unioning the WCIS and non-WCIS policy-period stores.

## Steps

1. Identical scaffold to [Policy period expiration date](op-05-policy-period-expiration-date.md), using `SQL.PolicyPeriodARD` ([SQL-009](../sql/SQL-009-policy-period-anniversary-rate-date.md)).
2. Selects `anniversary_rate_date` from the same `UNION` of [POLICY_PERIOD](../database-tables.md#policy_period) / [POLICY_PERIOD_NON_WCIS](../database-tables.md#policy_period_non_wcis) ([BR-POL-010](../business-rules.md#br-pol-010-dual-source-period-date-resolution)).
